My Lord,
Mr. Stuart, the Manager of the Hongkong Branch of the Oriental Bank, having applied to me to lay before the Legislative Council of this colony a Draft Ordinance enabling the China Branch of that Bank to sue and be sued under a corporate style,
I accordingly brought that Draft under the consideration of the Council, on which occasion that Body declared themselves of opinion, with one concurrence, that if such a measure were to be adopted, it would be desirable that it should emanate from the Home Authorities, and for the following reasons; namely:
